Early on in the run i had three “trade missiles/drone parts for fuel” encounters where my fuel skyrocketed into the 30s, and the rate of fuel drop for random encounters was such that i was never in danger of running out of fuel, hardly ever even dropping below 10. Probably one of the more fortunate things about my victory run was that i never had to buy any fuel.
